The causes of non-outflow to work after participation in a vocational training.

Within the framework of the Flemish Program for Strategic Labour market research, VIONA-call 2013, HIVA will study the causes of non-outflow to work after participation in a vocational training of the Flemish Public Employment Service (VDAB) oriented towards bottleneck occupations. The following research questions will be answered: What are the causes of non-outflow to work at the level of individual, the vocational training and the employer? Which causes can be influenced by VDAB? How can VDAB influence these causes in order to improve the outflow to work? Which instruments can VDAB use to evaluate the outflow in the future? To answer these questions multiple datasources will be used: deskresearch, a telephone survey with 500 ex-participants of 10 to 15 relevant vocational trainings (selected in consultation with VDAB), focus groups with employers and a group of experts.
