Local climate plans such as the Covenant of Mayors have created an important dynamic for local authorities in the fight against climate change. Previous projects have shown that the action plans drawn up clash with the financing issue: how are we going to be able to realise the formulated actions in times of budgetary restrictions? The design of a financing strategy for these action plans must be done in a very well-considered way.
This document is the completed roadmap on Financing Local Climate Plans. It is a roadmap because it contains practical tips for a local authority that is confronted with the question of how to finance the actions in its climate plan. However, it remains a living document because it is not yet or could not be complete. You learn by doing.
Part I of the roadmap contains the step-by-step plan for drawing up a financing section for the local climate plan; part II of the roadmap presents the results of the elaboration of specific points from this milestone plan for the duration of the learning network (January - September 2015).
