Book - Report

The purpose of this study is to collect, study and assess the possibilities that exist.
when drawing up noise planning and noise action programmes to control the environmental noise, in the framework of the implementation of the European Environmental Noise Directive 2002/49/EC and
the Flemish implementation "Decree of the Flemish Government of 22 July 2005 on the evaluation and evaluation of the

On the basis of these maps and information from the relevant services, a first analysis has been made of

For rail traffic, noise-reducing measures are only implemented in the case of track expansion. In the case of
The Committee of the Regions welcomes the Commission's proposal for a directive on road transport, which is the same but is also being implemented within the framework of a covenant with the European Commission.
The Committee of the Regions would point out that the local authorities, the remedial measures are partly subsidised.

The Commission has developed objectives and possible measures.
From this, the client has chosen a double objective:
reduction of the number of people exposed to the differentiated reference values;
reduction of the number of seriously annoyed people (%HA).
To this end, further research was carried out at this stage of the project into the possible identification method.
for "black spots". A method has been proposed to allow automatic detection of black spots.
The first is to make it happen. In addition, this method makes it possible to identify the dominant source for each receiving point. In
in the third stage, this method was also used to determine the acoustic efficiency of the packages of measures.

On the basis of contacts with all stakeholders, a set of "retained measures" has been arrived at,
that can be used in the Flemish environment and have an acoustic efficiency. For this

On the basis of all this information, two packages of measures have been proposed, each containing one of the following
different levels of ambition.
In the third phase, further studies were carried out:
the acoustic efficiency and reduction of exposed and severely annoyed people.
the financial cost (in the short and long term) and the cost/benefit analysis of both

The report concludes with a final assessment (acoustical, legal and budgetary) of the
measures and packages of measures studied (step 7 of the study).
