Stakeholder participation and knowledge sharing in Integrated Coastal Zone Management in Vietnam

The concept of "Integrated coastal zone management" (ICZM) represents a management strategy which aims to create a sustainable social, ecological and economical environment in a particular coastal area. This is achieved through a participatory method which relies on knowledge sharing strategies, integrating all social, cultural and political factors influencing this area. While the processes of stakeholder participation and knowledge sharing have been long established as aspects of lifelong learning, there is no consensus about the conceptualisation and operationalisation of ICZM, generating difficulties in communication, in comparing study results, and blurred policy efforts.

This article aims to examine the role of stakeholder participation and knowledge sharing as central components of ICZM. First, a literature review explores relevant theories, conceptualisations, and operationalisations within different disciplines. Second, 14 qualitative interviews with key stakeholders in Vietnam will be analysed.

The findings demonstrate a need for an interdisciplinary approach to foster sustainable stakeholder participation and knowledge sharing methods. A framework is presented portraying the diversity of definitions and approaches to "ICZM" that have accrued thus far, and offer a coherent structural alternative to the related concepts that previously remained scattered in the literature. At the same time, the extent to which theories and methods may be influenced by the social, cultural and political traditions of a particular context (i.e. Vietnam) will be discussed.

In the conclusion the need for an interdisciplinary approach is discussed in relation to sustainable stakeholder participation and knowledge sharing methods. Finally, recommendations for future research and practical implications will be offered.
