Insights for the design of Cannabis Social Club regulation

The Cannabis Social Club is a non-profit model for the supply of cannabis, in which adult cannabis users organize the cultivation and distribution of cannabis (exclusively) for the members of their association. The model stems from grassroots initiatives of users and has remained largely unregulated. Nevertheless, there are a few noteworthy cases of jurisdictions which have formally allowed and regulated Cannabis Social Clubs (i.e. Uruguay, several Spanish autonomous regions). In addition, the model has been considered in academic and policy debates alongside other non-commercial supply models. This chapter reviews and compares concrete regulatory frameworks developed and/or enacted for Cannabis Social Clubs, focusing on the goals and the priorities underlying such efforts. We also offer some reflections on the difficulties associated with regulating this model while allowing sufficient space for self-regulatory input. In doing so, we hope to stimulate the discussion around this supply model (and other non-profit models), informed by current legislative experiences or scenarios.
