Anticipating the Post-Mining Landscapes of Cajamarca, North Andes of Peru. The Agency of Design in Mining (Closure)

Until there is a feasible alternative, the construction of urban environments will continue to rely on the provision of metals. Supported by international financial institutions and neoliberal mining codes, mining investments in the South American Andes play a crucial role in quenching the worldwide thirst for metals. Mining industries incessantly work to improve productivity in order to stay ahead of growth. As cities around the world continue to expand, more mines begin operation, while others imminently stop operating or are reactivated in line with the rhythms of world market prices and technological progress. If current mining production rates persist, cities and hinterlands will inherit vast amounts of post-mined, hazardous landscapes over the next two centuries. Practices of post-mining reclamation will have a pivotal role to play in the management of these disturbed landscapes. However, the magnitude of disturbances, and the limited resources available to address them, curtail the power of such practices. Until now, mine reclamation achievements depend on the expertise of environmental engineers and designers to mitigate the ecological and landscape impacts of resource extraction. The success of future post-mining rehabilitation ventures relies on post-mining development methods keeping pace with the technological advance of mining itself. This study identifies an urgency for alternative methods of post-mining rehabilitation, which includes the necessity of new design methods. It explores the potential agency of design in contributing to post-mining ecological resilience. Through the lenses of design, this thesis interrogates the processes of project definition leading to qualitative (post)mining design-development. Through a 'research by design' method, it explores alternative project-definition processes substantiating the proposal of ecologically resilient post-mining interventions. To guarantee a maximum allocation of resources to post-mining development, it thereby investigates the articulation of project-definition to the processes of mine planning itself.
