ASEAN failure to implement the customary international law principle of non-refoulement during the 2015 boat crisis

Since 2014, more than an estimated 80,000 Rohingya refugees and Bangladeshi migrants have crossed the Andaman Sea through human trafficking networks, with no regional mechanism in place to cope with the ongoing humanitarian crisis. The Association of Southeast Asian Nations (ASEAN)'s reaction to the crisis in 2015 betrayed its inaccurate framing of the issue as one of human trafficking in support of unlawful migration attempts, when its member states refused to let the boats transporting them land on their shores.
