A Belgian case study of the economic importance of air transport and airport activities

After a series of economic impact studies for the ports in Belgium, in 2009 the National Bank of Belgium published its first impact study with regard to the air transport sector in Belgium. Since then, three follow up reports were released, analyzing the direct as well as indirect effects of air transport and airport activities in Belgium based on employment and value added. This paper summarizes and analyzes the findings of the different reports. It shows how economic impact of aviation is measured in Belgium and might provide input for similar studies in other countries. For the indirect effects, input-output analysis is applied based on data from the Central Balance Sheet Office and the National Accounts Institute. Direct as well as indirect employment showed a large growth from 2006 to 2008, while it fell due to the economic downturn in 2009. Since 2010, a moderate growth could be seen. Compared to value added, direct and indirect employment experienced a lower growth after the economic crisis. This means that employment was used more efficiently to create value added. In 2015, the most recent year for which data is available, employment as well as value added of the air transport and airport sector comprised 1.5% of the Belgian national employment and GDP respectively. The analysis of the reports of the National Bank of Belgium shows that it can be relevant not to only look at direct and indirect effects of the air transport sector at one specific moment in time, but over a number of years. The analysis over time shows amongst others the changing importance of the different sub-sectors as well as the dynamics in the relationship between employment and value added.
