De maatregelen van 31 Europese landen worden voor dit doel onderzocht aan de hand van een nieuwe dataset die duidelijk maakt hoe de verschillende bestuurslagen hierin verweven zitten: WHO en EU op nationaal niveau, en regionale en lokale overheden op sub-nationaal niveau. De impact van deze maatregelen wordt geanalyseerd aan de hand van een aantal dimensies die kenmerkend zijn voor functioneel democratisch bestuur: rechtsstaat en democratische participatie; mensenrechten en rechten van minderheden; vertrouwen; en economische duurzaamheid. LEGITIMULT kwalificeert de verschillende afwegingen binnen en tussen deze dimensies die nodig zijn om een crisis zoals Covid-19 doeltreffend en snel aan te pakken, met behoud van een voldoende democratisch bestuur en zonder te grote inperkingen op democratische standaarden. Deze uiteindelijke afwegingen binnen en tussen de verschillende dimensies van democratisch bestuur bij crisisbeheersing worden samengebracht tot een reeks beleidsaanbevelingen, toegesneden op verschillende ontvangers, en ontwikkeld via uitgebreid overleg met groepen belanghebbenden doorheen het hele project. The European Viral Outbreak Research Alliance (EVORA) project brings together three RIs (EVA, ERINHA-ESFRI and ELIXIR-ESFRI) with unique and complementary expertise in bio-banking, high containment facilities and data management solutions, respectively, under a single concerted interoperable framework with a common and long-term perspective. EVORA aims to strengthen EU capacity for concerted preparedness and response to viral diseases, unify RI operations to achieve optimal RI responsiveness, sustainability and worldwide competitiveness and address specific regulatory, ethical, and security challenges related to emerging pathogens. EVORA will create synergies between the RIs through common governance and concerted decision-making mechanisms. Door een blijvend onevenwicht tussen de in- en uitstroom van personeel, is de druk op het bestaande personeelsbestand fel toegenomen. In Nederland wordt hiervoor de metafoor van het vergiet gebruikt: de instroom van zorgpersoneel is in orde terwijl de uitstroom onveranderd groot blijft. Blijf aan Z wil deze uitstroom terugdringen door de focus te leggen op de huidige zorgprofessionals zodat deze zo lang mogelijk aan het werk kunnen blijven en langdurige uitval geminimaliseerd kan worden. Het project wil duurzame en kwalitatief hoogstaande werkgelegenheid bevorderen met als gevolg een lager verloop, een positieve beeldvorming over werken in de zorgsector en een betere begeleiding van jongere werknemers en herintreders. Concreet wordt een analyse uitgevoerd van de problematiek en zullen er voorspellers van uitstroom en uitval geïdentificeerd worden. Een 'dashboard' zal deze voorspellers opvolgen bij de betrokken partners. Daarnaast wordt er een Team Champions opgericht onder de vorm van een train-the-trainer programma. De teamleden zijn de change managers die van binnenuit interveniëren om de (team)veerkracht te verhogen en de retentie te verminderen. Humans could be overwhelmed by fast changes of potentially dangerous incidents occurring at confined environments with mass-gathering. They could fail to make objective decisions to find their way to safety. This condition may lead to mass panic and make emergency management more challenging. In eVACUATE, the intelligent fusion of sensors, geospatial and contextual information, with advanced multi-scale crowd behaviour detection and recognition will be developed. The structured fusion of sensing information with dynamic estimated uncertainties on behaviour predictions will advance eVACUATE crowd dynamic models; and virtual reality simulations of crowds in confined environments. A service oriented Decision-Support System shall be developed to dynamically distribute on-demand evacuation information to emergency management actors as the crisis unfolds. Decision-makers at the command posts, first responders, front-line stewards and volunteers receive real-time situation aware information of updated evacuation strategies using robust and resilient eVACUATE information and communication infrastructure. Smart spaces of electronic, audio and other mobile devices shall be connected to the integrated system to provide safer evacuation routings for people. As a community of practice, outdoor swimming in Norway provides a unique lens through which to examine a sharing in the sensible grounded-in holistic planetary wellbeing. Following the global COVID-19 pandemic and wellbeing crisis, practitioners, tourism agencies, and popular media outlets have lauded outdoor swimming as a therapeutic cure for human health, wellbeing, and for a perceived lack of connection to nature. Examining relational notions of wellbeing in blue-spaces, and stewardship of nature in immersive experiences outdoors, generates novel insights into sensory knowledges and the cultural values of waters in rapidly changing arctic climates. In doing so, this project expands the methodological affordances of anthropology by conjoining participant sensation in qualitative sensory ethnography with discourse analysis and close readings, in the pursuit of three objectives: 1) identify historical and contemporary meanings of Norwegian outdoor recreation (friluftsliv) and wellbeing as presented in and related to outdoor swimming; 2) trace how interactions with water and more-than-human others shape the swimming sensorium; and 3) uncover the potential for sensory ecologies to inform planetary conviviality in water management and competency policies. Sensory approaches used in this project may reveal power relations, local forms of water management and wellbeing resilience, the negotiated use of space, and formation of place-attachment. This examination of how the perceived therapeutic healing practice of outdoor swimming can be mobilized to include material and ecological strategies for advancing water security and ensuring quality water sources for all Europeans." The initial policies and the later vaccine-related management of the pandemic showed the role nationalism plays in thecontext of public health responses to emergencies, including evacuations and quarantines, travel and socio-cultural constraints. Whilemany scholars have started to document the impact of these measures on citizens, human rights, migrants, and so on, almost no attentionhas been paid 1) to examine and to compare configurations of different European national identities that were generated in the course of themanagement of the pandemic, and 2) to a sociohistorical perspective to investigate the possible links between those nationalistic and warrelateddiscourse and the exclusionary and inefficient policies and practices that surge in Europe and beyond. Eurosick will innovativelyconjoin the sociology of migration and nationalism with research on historical disasters to fill this gap. It will do so, benefitting frommy expertise in the analysis of discourse-practice nexus, and through an examination of media coverage of the COVID-19 pandemicand the related policy documents in three European countries (Belgium, Italy, and Switzerland); and in three points in time: before theoutbreak in Europe, at the time of the outbreak, and at the beginning of 2021 following the implementation of the COVID-19 vaccinationprogrammes. The analysis will be carried out using critical discourse analysis, an interdisciplinary approach used to study oral and textualdiscourses, which views language as a social practice. Bovendien kunnen natuurrampen zoals aardbevingen ook technologische rampen ook industriële chemische reacties of branden veroorzaken of leiden tot meerdere reacties na elkaar ""domino-effect"". Dit kan enorme risico's opleveren. Daarom is het een grote uitdaging voor de eerste hulpverleners en relevante organisaties van de civiele samenleving om hier zo goed mogelijk op te anticiperen. Eerstehulpverleners en reddingswerkers hebben gespecialiseerde instrumenten nodig, die vlot toegankelijk zijn ten alle tijde en die voldoen aan strenge eisen op het gebied van detectienauwkeurigheid, snelle lokalisatie en vermindering van valse alarmen. Het S&R-project zal een reeks grootschalige proefscenario's ontwerpen, implementeren en testen die in hoge mate interoperabel zijn, modulair open architectuurplatform voor de eerste respondent die gebruik maakt van de expertise en de technologische infrastructuur van beide COncORDE en IMPRESS FP7-projecten. Het governancemodel van S&R zal zo worden ontworpen dat het effectiever kan functioneren en dat de de architecturale structuur het mogelijk zal maken om gemakkelijk de volgende generatie O&O- en COTS-oplossingen te integreren, die mogelijkerwijs kunnen ingezet worden in de toekomstige rampenbestrijdingssystemen.
