The role of EU law in contributing to the Union’s policy objective of combating poverty and social exclusion Universiteit Antwerpen
Anti-poverty strategies have been part of the EU agenda for decades. Perhaps most saliently, a decade ago Member States pledged to lift 20 million people out of poverty over the course of the next ten years. By 2020, having lifted ‘only’ 3.1 million people out of poverty, the results of what was once conceived as a major breakthrough for social Europe, remain underwhelming. Beyond policy strategies, the policy objective to fight poverty and ...
Cracks in a policy paradigm poverty reduction and social security Universiteit Antwerpen
Poverty reduction rests on the mechanisms of horizontal and vertical solidarity and on prevention and repair of social risks. In this contribution, we argue that in contemporary welfare states the poverty-reducing capacity of existing social security systems has inherent limitations. Focusing on Belgium, we present and discuss empirical indications of a persistent (over a period of at least 30 years) decline in poverty reduction through social ...
Extreme child poverty and the role of social policy in the United States Universiteit Antwerpen
This paper applies improved household income data to reevaluate the levels, trends, composition, and role of social policy in extreme child poverty in the US from 1997 to 2015. This reduces the share of children below $ 2 per day from 1.8 per cent to 0.1 per cent in 2015. However, survey data omits the 1.3 million homeless children. ...

The Complexities of Metal Detecting Policy and Practice: A Response to Samuel Hardy, 'Quantitative Analysis of Open-Source Data on Metal Detecting for Cultural Property' (Cogent Social Sciences 3, 2017) Vrije Universiteit Brussel Universiteit Antwerpen
In his paper 'Quantitative analysis of open-source data on metal detecting for cultural property', Samuel Hardy suggested that permissive policy is ineffective in minimizing the damage done to cultural heritage by non-professional metal detecting. This response paper contests the basic assumptions upon which this analysis is based. While Hardy's comparative, quantitative approach is laudable, it is founded in a biased and simplistic outlook on ...
Between the social and the spatial: exploring the multiple dimensions of poverty and social exclusion Universiteit Gent
Since the beginning of the 1990s, the gradual widening of scientific and policy debates on poverty from a narrow focus on income poverty to a more inclusive concept of social exclusion, has made poverty research both more interesting and more complicated. This transition to a more multidimensional conceptualization of poverty forms the background and starting point of this book. Researchers studying the 'social' and 'spatial' dimensions of ...
