The paper will provide a concise yet comprehensive overview of the human rights and fundamental freedoms impacted, identifying key risks posed by these technologies and exploring potential legal and policy strategies to mitigate them. It will conclude with actionable recommendations targeted at UN human rights bodies, national governments, and neurotechnology developers to ensure human-rights compliant development and use of these cutting-edge innovations.
