Planning without borders: investigating characteristics and outcomes of strategic planning in international public administrations.

By means of a systematic literature review and in-depth qualitative studies in the European Commission, the OECD’s Secretariat, and NATO’s International Staff, this research project develops a theory of strategic planning specifically in international public administrations. Such administrations tend to write a lot of plans, but whether or not those plans are developed “strategically” remains to be answered.
