Exploratory research and process evaluation of the offense-oriented context counseling within juvenile delinquency law (SWVG MJP1 EF15)

In this research, an exploratory inventory is made of the functioning and various scientifically substantiated methodologies of the sixteen Flemish services that are recognized for modules of offense-oriented context guidance. We hereby pay attention to the offense-oriented context counseling as an autonomous response, or shared in the context of a 'forensic trajectory' (combination with closed counseling within the community institutions). This exploratory study forms the basis for a process evaluation of the range of offense-oriented context guidance. In a process evaluation, the implementation and practice of an intervention are examined and it is examined whether implementation and practice are carried out in accordance with the principles and objectives of the intervention and the methodology used. In addition to the exploratory research and the process evaluation, (a selection of) the past trajectories will also be mapped, as far as possible, and the profile of the young people who enter, the facts that gave rise to the application, the duration of the supervision and the result of the supervision. The research and the different phases of the research result in a research report and also lead to policy recommendations with regard to the methodology and practice of offense-oriented context guidance in Flanders.
