‘There is no inclusion without exclusion’. Examining high quality and inclusion in early childhood education and care from the perspectives of policy makers, social work professionals and parents of young children.

This research project examines the ways in which high quality can be realized in social work practices in early childhood education and care for (poor) families with children. A specific interest goes to the principle of progressive universalism. A multilevel analysis on macro-, meso- and microlevels, including the meaning-making of policy makers, social work professionals and parents, is used.
