Public values? A systematic literature review into the (perceived) effect of co-creation in public services

Korte inhoud:Despite limited knowledge of its effects, governments increasingly view co-creation as a promising way to provide public services. Using the PRISMA-protocol, we analyse evidence of the claim that co-creation enhances services, relationships between citizens and governments, and the democratic quality of governance. Analysing 71 peer-reviewed articles and book chapters, we find that democratic quality effects are studied most. Empirical studies find that public values are mostly positively impacted through co-creation, while theoretical contributions are more sceptical about co-creation outcomes. The context in which co-creation takes place seems of major importance for the achievement of positive effects.
