Belgium

Belgium is a proportional parliamentary democracy with a fragmented party system and coalition governments (Deschouwer 2012). Despite being a small country, Belgium has three linguistic communities: the Flemish, French and very small German-speaking community. During multiple reforms that facilitated the decentralization of the Belgian federal state, the communities were given more power and, among other things, were given the authority to regulate their respective media markets. As a result, the Belgian media landscape mirrors the federalized political structure of Belgium, with Dutch-speaking media targeting the Flemish community and French-speaking media being predominantly consumed by the French community. With outlets being divided along language lines and different ministers in charge of media policies, media markets and regulations somewhat evolved in different directions, giving the Belgian media system as a whole a more hybrid character (Hallin /Mancini 2004).
