De omkering van de residuaire bevoegdheden: sleutel of slot?

Korte inhoud:The article examines whether article 35 of the Belgian Constitution should be executed. This provision provides for the allocation of the residuary powers to the States, whereas they are currently exercised by the federal level. It is argued that calls for more autonomy will remain to pop up, even after a new Reform of State, if the residuary powers are not attributed to the defederated entities. The article also aims at rebutting all technical arguments made to state that it would be impossible to execute article 35 of the Constitution.
